The World Governments Summit 2026 in Dubai featured the first Neuralink brain implant recipient on Feb. 4, with Noland Arbaugh explaining the device’s impact following his paralyzing injury. A press release said the “Are We Ready for Human 2.0?” session discussed AI-driven medical advances with executives from NIKE and OURA, moderated by Axios CEO Jim VandeHei.

A press release from the World Governments Summit distributed by WAM reported that Arbaugh began by describing the surgical procedure to place a digital chip beneath his skull. This allowed him to restore abilities lost after the injury and accomplish tasks previously beyond reach even prior to the accident. He predicted brain-implant technologies would advance within the next decade to potentially let paralyzed people stand and regain mobility as soon as one day after the procedure. The release added that he called for keeping human well-being as the central focus of all such developments.

Arbaugh emphasised the need to empower people of determination to live independently and participate fully in daily life according to the summit announcement. He stated that neither technological trials nor financial incentives drive genuine progress and that human dignity must remain paramount. The session further addressed ethical challenges in the industry and the importance of pursuing transparent and forward-looking solutions to them.

WIRED reported in a May 2024 interview that Arbaugh said the implant restored significant independence by letting him use a computer without physical assistance. “It’s just made me more independent, and that helps not only me but everyone around me,” he said. BBC News reported in March 2025 that after his January 2024 surgery Arbaugh controlled a cursor by thinking about moving his fingers and later played chess and video games with the device. Neuralink reported that Arbaugh set the world record for cursor control speed with a brain-computer interface in his first session.

The World Governments Summit 2026 ran from February 3 to 5 under the theme “Shaping the Governments of the Future” and drew more than 60 heads of state and government along with their deputies. It also included over 500 ministers, representatives from more than 150 governments and 80 international and regional organisations plus more than 700 CEOs for a total exceeding 6,250 participants worldwide the press release stated. The event highlighted discoveries and products from global companies aimed at boosting human capabilities through technology.

Nike Vice President Serifcan Ozcan described a sensor-embedded shoe that stimulates the brain roughly 15 percent above normal to improve decision-making and lets users sense the surface they walk on according to the release. He also outlined an air-powered jacket to regulate body temperature that the company planned to launch soon. Oura CEO Tom Hale spoke of products offering users abilities like a sixth sense through remote monitoring of health indicators with the firm’s smart ring combining biometric tracking and digital identity features. The announcement noted Hale’s point that medical professional shortages will require greater individual responsibility for health using data from new technologies.
