A 2021 civil settlement with the Securities and Exchange Commission already required Guo to pay refunds and penalties amounting to $539 million over related fundraising violations. Despite that resolution, criminal charges led to his arrest in March 2023, with the subsequent trial featuring testimony about how the schemes targeted his dedicated online following.
