It also calls for expanded federal cybersecurity services that incorporate AI-enabled defensive tools to protect critical infrastructure.

An internal April White House memo from technology adviser Michael Kratsios accused China of stealing U.S. AI technology, including the development of Moonshot’s Kimi 3 model derived from Anthropic’s work. Treasury Secretary Scott Bessent stated that sanctions could target Chinese firms engaged in such activities. The Federal Communications Commission followed with a ban on imports of new foreign humanoid robots as part of broader efforts to address security risks.

These developments occur as the AI cybersecurity market expands quickly, with a Grand View Research assessment projecting the global sector to grow at a compound annual rate of 24.4 percent from 2025 to 2030 and reach 93.75 billion dollars by the end of the decade. Gartner analysts have forecasted that by 2027, 90 percent of successful AI applications in cybersecurity will remain tactical rather than strategic. The projections reflect rising investments driven by escalating threats from autonomous systems and state-sponsored cyber operations.

Trump told the Daily Signal that his administration seeks to balance potential oversight with the imperative to maintain leadership over China, which operates with fewer AI restrictions. “We’re looking at controls,” he said. “We’re also making sure that we lead, so we’re leading China in AI by a lot. We don’t want to restrict them where all of a sudden we come in second to China.” U.S. technology executives have continued to voice support for open-source AI development, according to statements reviewed across industry reports.
