US President Donald Trump posted on his Truth Social platform that an energy ceasefire between Russia and Ukraine took effect immediately after both parties agreed to stop targeting each other’s energy facilities. The announcement provided no further details on enforcement or specific terms of the arrangement. Reuters reported that neither Kyiv nor Moscow immediately confirmed the pact following the Sunday declaration.
The claim arrives after weeks of pressure from Trump on Ukrainian President Volodymyr Zelensky to end strikes on Russian oil refineries, which the US leader has tied to global diesel shortages and higher fuel costs for American consumers. Time reported that Trump had blamed Zelensky directly for contributing to the price surge in the United States. A separate agreement announced days earlier committed Russia to supplying more than 4.8 million tons of diesel to international markets, beginning with over 300,000 tons immediately.
Zelensky stated that the ceasefire came as news to him while noting that Russian attacks on Ukrainian energy sites persisted through the day. The Ukrainian leader told multiple outlets that Kyiv remained open to a reciprocal halt if properly verified and guaranteed. According to Al Jazeera, Zelensky had previously signaled readiness for such a mutual pause if Russia ceased strikes on Ukraine’s electricity, heating and water systems.
This marks at least the third attempt to broker an energy truce since early 2025, with prior efforts collapsing amid differing interpretations and resumed strikes. Kyiv Post reported that a March 2025 proposal for a ban on energy facility attacks yielded no lasting implementation mechanism. Trump had similarly claimed a breakthrough in mid-September that went unconfirmed by the warring parties.
The move reflects Trump’s focus on lowering diesel prices ahead of next month’s US midterm elections, with the administration securing temporary sanctions relief to enable Russian fuel shipments. Fox News noted that the diesel deal followed direct talks between Trump and Russian President Vladimir Putin. European officials, including NATO Secretary General Mark Rutte, have reiterated support for Zelensky in discussions following the announcement.
An energy ceasefire under the described terms would bar assaults on refineries, power plants and associated infrastructure on both sides of the conflict. Trump warned in his post that neither party should violate the agreement. CNN reported that Zelensky had consulted with Canadian, Finnish and NATO leaders about the US proposal while awaiting specifics from Washington.
